SORSOGON CITY, 15June2019 – The surveillance by elements of the military and police forces came to full force after Ryan Hubilla and Nelly Bagasala were publicly executed at the corner of Phase 2, Seabreeze Homes subdivision, Cabid-an, Sorsogon, June 15, 2019 at around 8:20 in the morning. In a statement Karapatan condemns the killing in its strongest term.

The scene of the crime is less than a kilometer away from the city police office littered with fourteen bullet casings of undetermined caliber and witnesses who does not want to be named said that the perpetrators were riding in tandem on board an unlicensed motorcycle.

The lifeless bodies of Hubilla was sprawled in a roadside while Bagasala was inside the tricycle.

Days before, Hubilla and Bagasala are among those escorting NUPL Albay base lawyer Bart Rayco who visited his political prisoner clients at the City police office and as early as April 21 the casing of the two together with other rights workers intensified. The incident involved a gray pick-up vehicle and a motorcycle both without license plate noticeably tailing the rights workers.

In a statement human rights groups condemns the killing of two of its human rights workers. “This is a stark indication of the worsening attacks against human rights defenders”. As we condole with the families of our dear colleagues, we raise our fists in condemnation and firmly commit to seek justice and accountability from this ruthless regime.

The crackdown is a punitive message of government forces and the extra-judicial killings of Hubilla and Bagasala was a stark warning of undeclared war for human rights defenders according to Karapatan National [BicolToday.com]
