SORSOGON CITY – It could have been an inglorious exit for the five members of Task Force Kalikasan (TFK-QUARRY) of PENRO-LGU when they submitted their letter of resignation to Governor Robert Rodrigueza and the controversy under wraps without the show cause order why no adverse repercussion be imposed to them for defying and challenging the order of deputation. The governor chief of staff in issuing the show cause order said that the act is a disregard of the lawful and reasonable instruction of the superior and a conduct prejudicial to the best interest of the service but an act of insubordination as well.
The deputation from the Mines and Geosciences Bureau authorized them to apprehend, confiscate, seize and file charges in connection with the disposition of illegal source mineral/ mineral products in the province of Sorsogon. The deputation is until May 15, 2019.
In her reply, Annelyn Solayao, EMS chief, said that on February 28, 2019, TFK-Quarry members apprehended three trucks loaded with illegally source quarry materials. Two of the trucks are owned by Don Philip Duran and on the same day Jose Vicente ‘Jovic’ Duran went to their office fuming mad scolded the members of the task force for apprehending the trucks of his brother. This was the same reply of Tobias Buelvo Jr. chief of FMS and also a member of the TFK-Quarry.
Jovic Duran is a close political confidant of Governor Rodrigueza and a heavyweight in the core group of the governor. Don Philip Duran is not a quarry permit holder who source his quarry materials at the vulnerable Kawayan River in Barangay Basud, Sorsogon City.
More telling was the reply of Manuel Laurora, CDA II, “We acted accordingly under the law that the Sanggunian Panlalawigan passed, my understanding is that the said incident should never happen(ed) if it was addressed civilly. As of today, I have my doubt as to whether a government exist in our province. My resignation as TFK member would make it easier for the administration to appoint one that would benefit their interest”. Laurora also took issue the actuation of Jovic Duran inside their office the same day that the trucks of his brother was apprehended by TFK members.
The two other members are Maribeth Fruto, department head of PENRO-LGU whose reply was not available as of this writing and Melody Perez, administrative officer IV of the said office who also made mention the apprehension of the trucks owned by Jovic Duran brother loaded with an illegally source quarry materials and the strong arm behavior exhibited by him.
