NPA-Bicol, Romulo Jallores Command, warns Cafgu personnel on criminal acts

LEGAZPI CITY, Albay, 16Feb2016 – The regional operations group of the New Peoples Army (NPA) in the Bicol Region warns Cafgu members to desist from being used by their AFP superiors in engaging in criminal syndicate activities, and for spearheading counter-insurgency operations.

This warning came up Tuesday in an internet post as the NPA- Bicol vows to continue tactical offensives against state security forces stationed in the Bicol hinterlands.

Romulo Jallores Command (RJC-NPA), the NPA high-level group which has jurisdiction over Bicol Region-wide rebel activities, said in a statement that Cafgus have been doing side-line working with crime syndicates in activities involving illegal drugs trade, thief and robbery, extortion, and illegal logging, aside from being used by state security forces in counter-insurgency operations that resulted to harming civilians and violation of human rights of villagers.

The Cafgu, or Civilian Armed Auxillary Unit is the armed civilian component in the AFP under Phil. Army operational control. In the Bicol Region, the Cafgu is the 22nd IB under the 9th Infantry Division based in Pili, Camarines Sur.

However, RJC-NPA admitted that many Cafgu members are former NPA rebels who were purged from their ranks, those facing disciplinary actions and those who have been won-over under AFP’s “peace and development programs” in the villages under the counter-insurgency program, “Oplan Bayanihan.”

Jose Buenaobra, RJC-NPA spokesman as mentioned in the statement, said the NPA will impose “revolutionary justice” on abusive Cafgus and consider them as “enemies in the people’s war”, even if they are the sons of farmers, peasants and workers, the social classes whom the NPA consider as their “allies”.

The RJC-NPA announcement came up at a time when several clashes between AFP and NPA units had occurred in the provinces, with both sides suffering casualties.

“We shall continue our offensives until we attain revolutionary victory,” Buenaobra said. []
