BULAN, Sorsogon, 5Sept2015 (BicolToday.com) – The implementation of the order of the office of the deputy Ombudsman for Luzon suspending Municipal Mayor Marnellie Robles for six(6) months without pay for simple misconduct and violation of Section 5(a) of RA 6713 pave the way for Vice-mayor Patricia Guran to assume the office of the municipal mayor effective September 2, 2015.
In her notice of assumption, Guran enjoined all LGU Bulan officials, department heads and employees, head of national government agencies stationed in the municipality and all concerned that with the implementation of the decision of the deputy ombudsman for Luzon in OMB-L-A-13-0076 entitled “Helen C.De Castro vs. Marnellie B. Robles and pursuant to Section 46(a) Chapter 2, Book I of the Local Government Code of 1991, she is assuming the office of the municipal mayor in an acting capacity.
In a directive on August 27, the interior department through its regional office informed Guran that immediately upon receipt of the Order of the Ombudsman of its decision of the case and along with the department Order, Guran may already assume as Acting Mayor of Bulan, Sorsogon pursuant to RA 7160. The interior department order was perfunctory since the order of the ombudsman mandate service of the notice of suspension by the department and for immediate execution.
Subsequently on even date, Robles received a memorandum from Director Eloisa Pastor of DILG V, informing her of the Ombudsman decision and hereby ordered that she cease and desist from performing her duties and functions as municipal mayor until such time that the period of her suspension expires. She was also made to strictly comply to avoid additional administrative disciplinary action.
It will be recalled that a political finger pointing resulted in the filing of an administrative case at the Sangguniang Panlalawigan against Mayor Marnellie Robles by councilor Crisostomo Gotladera which the provincial board meted a ninety days suspension against Robles but was appealed and was granted an stay by Malacanan.
Subsequently, Guran was charged for violation of the medical practice act seen as a coordinated move by the camp of Robles to put more pressure against the vice-mayor who was allied to her political enemies, the De Castro’s.
Robles was suspended after the ombudsman found substantial evidence of her administrative liability on the complaint filed by former town mayor Helen De Castro in 2011. [BicolToday.com]
