Graft raps filed vs Sorsogon City Assessor, wife; daughter, son of LRA employee included

SORSOGON CITY, 01Mar2014 (BicolToday.com) – A graft case was filed against Sorsogon City Assessor Antonio Venturero and his wife, Elena Venturero, who is assistant general services officer of the city government.

Included in the complaint are Ventureros’ daughter, Carla, and Rommel Frejas, as possible accomplices by acting as dummies in purchases of parcels of land. Their daughter Carla is a student and not gainfully employed according to the charge sheet, while Rommel Frejas is the son of Elizabeth Frejas, an employee of the Land Registration Authority. According to the complaint-affidavit, there appears to be simulated sales/purchases of lands involving the Ventureros’ daughter and Frejas with a developer.

The complaint filed before the anti-graft body is for grave misconduct, dishonesty, conduct prejudicial to the best interest of the service and for violating R.A. 6713 and R.A. 3019, the Anti-Graft and Corrupt Practices Act. These are cited in the complaint-affidavit of Melchor Esiderio and Inocentes Trapani, who are residents of Poblacion,Bacon District of this City.

The charges in the complaint sheet dated February 18, 2014 filed at the Office of the Deputy Ombudsman for Luzon is criminal in nature.

In a three- page complaint with annexes received by the Ombudsman on February 18 this year, Esiderio and Trapani said that properties purchased on October 7, 2009 by Elena Venturero, wife of the city assessor, together with Rommel Frejas as co-owner was not included  in the 2010 Statement of Assets Liabilities and Networth of Antonio Venturero. The Land Registration Authority of Sorsogon certified Elena Venturero as co-ownership of the property with Rommel Frejas.

The 2010 SALN of Antonio Venturero identified four real properties, that of their house and lot in Barangay Pangpang, a lot in Cabid-an, another lot in Macabog and one in Balogo all in Sorsogon City. It did not include the property purchased by his wife Elena whom she co-owns with Frejas.

The SALN carries and requires filer, to their best knowledge and information, that those are true information of assets, liabilities, networth, business and financial connections, including those of their spouse.

Again on September 6, 2010, a 1,580- square meter lot was purchased by Elena Venturero transferred under Transfer Certificate of Title TCT No- 20718. Two more lots were purchased by Elena covered by TCT No. T-8375 and TCT No. T-8377. The documents are dated November 30, 2010.

Another document presented by Esiderio and Trapani revealed that on July 20, 2009, Carla Venturero, daughter of Antonio and Elena Venturero, bought two parcels of land with Transfer Certificate of Title No. T-3820, a three hundred forty two square meters (342 sq.m.) property, while TCT No. T-3821 is three hundred forty four (344 sq.m.) in land area with a price tag of 205,800 pesos from B.H. Berkenkotter & Co., Inc., the same entity whom Elena and Rommel Frejas purchased the four hundred forty square meter (440 sq.m.) lot (TCT No. T-7818).

In another transaction on August 2009, the complaint- affidavit said that Carla Venturero and Elizabeth Frejas, an employee of the Land Registration Authority and mother of Rommel Frejas bought another parcel of land from developer Berkenkotter with an area of two thousand six hundred thirty six square meter (2,636 sq. m.) for seven hundred ninety thousand eight hundred pesos (Php 790,800.00). This transaction was recorded at LRA by virtue of Transfer Certificate of Title No. T- 8619. The signature of the co-owners appeared in the instrument of sale as vendee, the partition as typed in the instrument is 1/4th to Carla Venturero as share and 3/4th of the lot is owned by Elizabeth Frejas.

Then, again on December 15, 2010 four parcels of land were transacted by Carla Venturero with Berkenkotter, with a total area of eight hundred forty square meters (840 sq.m.) for two hundred fifty two thousand pesos (PhP 252,000.) (TCT No. T-8341; TCT No. T-8342, TCT No. T- 8343 and TCT No. T-8344).

TCT No. T-8341 was cancelled by virtue of TCT No. 083-2011000082, T-8342 as transferred is TCT No. 083-2011000083, T-8343 is cancelled by TCT No. 083-2011000084 and T-8344 is also cancelled by TCT No. 083-2011000085. The transfers were executed on February 16, 2011 at 4:51pm. The owner of the four properties in question is Carla Venturero who, as alleged by Esiderio and Trapani, is not “gainfully
employed nor engaged in business”. It further said that there seems to be a simulated sales in acquiring the property with Berkenkotter.

Except for the 2009 SALN of Antonio Venturero, his SALNs 2007, 2008 and 2010, were joint statements with spouse Elena, who is the assistant general services officer of Sorsogon City. Carla, on the other hand, is a law student of Aemilianum College, Inc. [BicolToday.com]
