Drowned BFP Bicol Regional Director incident marks no foul play

LEGAZPI CITY, 11Sept2013 (BicolToday.com) – Alma Punzalan, a 39 year old who manages a stall in the Legazpi Boulevard, will never know the position of her regular customer till she found out that the regional director of the Bureau of Fire Protection (BFP)-Bicol was bloated and floating in the sea off the boulevard last September 10 in Brgy. Puro, Legazpi City.

At around 4:30 pm, the body of BFP regional director Leonardo Prades was found floating wearing his snorkel. Raul Roldan, construction worker, was just surprised when a fisherman shouted “May patay, maynabutod”.

Roldan stayed in the construction site near the incident the whole day, but he never noticed someone went into the water, and there were no people around before the incident happened.

Based on the initial investigation by Scene of the Crime Operatives (SOCO) team, they found no signs of foul play connected to the victim’s death.

Legazpi City Fire Marshal Damian Rejano Jr. said Prades died of drowning due to heart attack without any indication of foul play.

“There were no foul play and based on the medico legal, heart attack was the cause,” Rejano Jr. said.

In his three years of service, Prades was described “as cheerful and virtuous”.
Punzalan agreed that there were no one against him. “Napakasimple lang naman nyang tao,” she added.

The regional director was Punzalan’s regular customer since 2012 in their food stall. She was surprised when they saw his car last Tuesday morning, but never visited the stall that day. “Dati rati dumadaan sya rito”.

She was just shocked when the regional director’s sister-in-law told her that Prades, their customer, died of drowning.

This was the time when Punzalan realized that their regular customer was the BFP regional director.
With his family, they loved to eat and stay in their stall, according to Punzalan but never introduced himself as the regional director.

Punzalan saw Prades last Sunday morning when he and his wife went out for jogging. His wife ordered pansit while the regional director continued jogging.

  1. S/SUPT LEONARDO PRADES JR. Regional Fire Marshall Bicol Region known to our peers as “NONO” is my batchmate in the Naga Sarong Banggi Organization/ NSB-76-A “Korokan Batch”. Hermanong NONO belonged then to the neophytes from the University of Nueva Caceres along with ‘Manong Jojo VILLAFUERTE and others while I belong to the neophytes from Ateneo de Naga, along with my cousin, PSupt Amador “Tots” Navarroza (now Vice President for Academics of the PPSC-Philippine Public Safety College, a bureau of the DILG, among others.

    The last time we’ve been together was during the “42nd Anniversary of SB-KABIKULAN” last February 25, 2012 held at the Champagne Garden Restaurant in Naga City where our Batch NSB 76-A posted the highest number of attendees.
