MANILA, 5Sept2-13 (PNA) – Solons said to have funneled pork barrel to Janet Napoles-linked NGOs were named on Thursday by former National Agribusiness Corporation (NABCOR) executives who confirmed there were three senators and 10 congressmen involved.
Former NABCOR president, Allan Javellana, during the senate probe, said the senators were Juan Ponce Enrile, Jinggoy Estrada and Ramon ‘Bong’ Revilla Jr.
A recent Commission on Audit report also identified these three senators to be involved in the fund transfer to ‘fake’ NGOs — the Masaganang Ani Para sa Magsasaka Foundation Inc (MAMFI), the People’s Organization for Progress and Development Foundation, Inc. and the Social Development Program for Farmers Foundation, Inc.
Former NABCOR vice president for admin and finance, Rhodora Mendoza named, Reps. Erwin Chiongbian, Rodolfo Plaza, Victor Ortega, Samuel Dangwa, Edgar Valdez, Mark Douglas Cagas IV, Rizalina Lanete, Arthur Pingoy Jr., Rodolfo Valencia and Conrado Estrella III.
Javellana told the Senate he had met Janet Napoles twice to discuss projects of NABCOR and nothing related to ‘pork barrel.Meanwhile, Mendoza also said she knew both Napoles and Luy, adding that she met them in a Thanksgiving Mass where she was invited to.
“Napoles was introduced to us as a businesswoman who wanted to invest in NABCOR projects. We’re looking for investors that time and it’s not only Napoles that I’ve met,” Javellana said.
On the other hand, he explained that he had no idea that the NGOs were faked and said that he might have even been duped.
He admitted that the NABCOR “could have done better validations” to check if the NGOs were valid and that the corporation should not have only relied on documents.
“These NGOs are endorsed to us by lawmakers,” Javellana said, explaining the NGO accreditation process.
“We don’t accredit NGOs; we validate documents that they are submitting to us.”
Based on the COA report, he said that the NABCOR received P1.2 billion worth of pork barrel from legislators; he said that about P400 to 500 million from it or 33 percent of it was irregular.
Guingona then asked Javellana to produce report on legislators who coursed PDAF through NABCOR to Napoles NGOs in next hearing. (PNA)
