The issuance was a mockery of zoning regulations.
PPPC before anything should faithfully comply with the prohibitions as set forth in the committee report of the city council. The conditions are trailed by documents summarizing with penalties that may cost millions of pesos. The issuance of a temporary mayor’s permit is not a ground for it to ignore compliance of the mandatory requirements to operate. Such permit is viewed as a conditionality for your compliance of mandated requirements which can be terminated anytime that a fact finding body created for the purpose recommends closure and stoppage.
The PPPC because of its reclusivenes for media interview must set their records straight base on their documents on hand if it is not playing a carrot stick to avoid a collision course with the city council, their request for a council resolution “interposing no objection for their business operation” was laughable and was denied by the Joint Committee in its Report of August 26 this year.
They should have secured it before they started operating. Peter Paul Philippines Corporation has its own cart, a rarity, for the cart is ahead of the horse.
PPPC wrongly assumed that the ECC granted and the Barangay Cabid-an Resolution can pass them in safe waters. They know what their documents is for and its purpose but blatantly ignored the other mandated protocols. They secured the documents before in their Candelaria Quezon Plant and why are they circumventing so many regulations in operating their Sorsogon City plant?
To recall Barangay Cabid-an did not issue a resolution interposing no objection to the project which should be made by consultations with its inhabitants. What it issued was a resolution supporting the reclassification, conversion of the land where PPPC intends to use from agricultural to industrial/commercial use.
At the time of their operation before the temporary closure and stoppage ordered by City Mayor Sally Lee, it has set-up a cabal of accomplices at city hall reasons that they were able to flaunt the laws, regulations, issuances, name it, they circumvented it.
It comes to my mind why a 300 million enterprise operated with the least of mandatory requirements secured, have they become Gods of Environment forsaking their mothers and fathers?
What happened to your stature as the world top producer of desiccated coconut that your company is expert in manufacturing and exporting confectionary flour and eight other products, are you manufacturing and operating at will while poisoning the environment and negligent of your workers welfare as what happened here in Sorsogon City?
At Barangay Pahinga Norte, Candelaria, Quezon PPPC plant was a showcase for President Aquino visit, its opposite here, by golly baby, you treat Sorsogon City as your lapdog? Shame to your corporate culture! If you cannot reform, better get out!
Your adamant stand is not helping your public image. The culture of indifference is tag to your corporate name here in Sorsogon, you came here as if you owned the land which will outlive us all, even Makling Dulag will rise from his grave and denounce your corporate callousness.
Do remember that the people of Sorsogon Province are educated lot, they know the law, can read the law, and “aims to give their children an earth to live for” as the creator intends it.
