(Part Two) ‘Team to investigate Bueno still to be created’ – Santillas

LEGAZPI CITY, 8July2013 (BicolToday.com)  – “Two or three-man team that will investigate Myrna Lynne Bueno is still to be created and approved by the Regional Director” said Bebiano I. Santillas, when interviewed by reporters inside his office, here, at around 4:00 PM on Thursday.

Santillas is the officer-in-charge, DepEd Albay Division, while Bueno is the Albay Division Project Supervisor.

“I gave her (referring to Bueno) a chance to answer the allegations as procedural, and still awaiting for her reply” Santillas said explaining that no sanction yet can be imposed against Bueno as she is presumed innocent until the investigation team finds otherwise.

From Santillas end, no written response yet made to the first endorsement letter signed by Dep-Ed Regional Director, Orfelina O. Tuy dated April 24, 2013, asking appropriate action on the letter-complaint of Lea E. Basquinas against Bueno being the education program supervisor and in her capacity as “president” of Albay Division Federation of Supreme Student Government (ADFSSG).

In her complaint, Basquinas summarized the facts starting in 2009 when Bueno allegedly registered ADFSSG with the Securities and Exchange Commission (SEC), Legazpi City, as a corporation aiming to provide the Supreme Student Government “ training that will enhance leadership capabilities of students and to prepare them to serve the studentry”.

Basquinas stated that she found out that the incorporation papers were riddled with irregularities like: the inclusion of Bueno’s brother, Wilmor Gubia, Jr., as one of the five incorporators, included also her name as “Treasurer” without her prior consent and by forging her signature. Bueno was in field assignment and could not comment yet about the charges, according to Santillas.

Basquinas mentioned that for the last three years ADFSSG, INC., has conducted “plentitude of trainings” and the money collected, amounting to more than P3 million deposited at the Legazpi Savings Bank “is only a fraction of the total collection” excluding cash payments from training- participants mostly students and teachers.

She charged Bueno not only for falsifying her signature, but also for using the organization for her own personal gain and has never filed financial statement nor audit report as required under articles of incorporation & by-laws of the organization.

According to Basquinas, she was in a quandary why her signature was forged, however, Bueno told her “not to be bothered” as she will take care of the organization and being her superior she yielded to sign a board resolution that opens an account with the Legazpi Savings Bank wherein Bueno and or herself (Basquinas) could withdraw deposits.

The said resolution was approved March 28, 2009, certified- correct by Wilmor Gubia, Jr., ADFSSG secretary, countersigned by Bueno as president & Basquinas as treasurer.

Aside from the signatories, also present during the said meeting as appearing in the resolution are: Evelyn Bracamonte; Fatima C. Adornado; Rose Nebres; Ana Sayat; Lorenz Payonga and Mateo Opiana.
