LEGAZPI CITY, 1July2013 (BicolToday.com) – Our national hero, Dr. Jose P. Rizal, whose birth anniversary was commemorated last June 19, will turn in his grave upon learning that more and more public school teachers in Bicol Region are implicated in alleged money irregularities, while the DepEd regional office here nary lifts a finger to check the anomalies.
Named in the alleged anomalies with erring supervisors, principals, and teachers are the Student Government Program, Parents-Teachers Associations and Teachers cooperatives where the victims are students, parents and lowly public school teachers.
Due to the refusal by Bicol DepEd Regional Director, Orfelina D.Tuy, to be interviewed on Wednesday, mediamen who came to her office failed to inform her about the worsening controversy surrounding her turf.
Incidentally, her legal officer, Atty. May M. Redolblado acted as “shock absorber” when informed about the complaint against Albay Division Project Supervisor Myrna Lynne Bueno.
Bueno was charged with alleged falsification of public documents and irregularities in handling money amounting to more than P3M deposited under the name of Albay Division Federation of Supreme Student Government.
Documents from Securities and Exchange Commission (SEC) show that Bueno’s name appeared as “President” of the said students’ organization.
“Only now that I learned that Dep-Ed Albay Division has failed to act on the complaint,”Redoblado told newsmen. She accepted the delayed action was but “normal” despite Civil Service guide-rule which states that a government office must act within a 15- day period upon receipt of letter-complaint involving a government employee.
The said complaint against Bueno requesting for investigation was addressed to the Dep-Ed Regional Director and Albay Division Head, and received last April 10, 2013, according to papers signed by Lea E. Basquinas, public school teacher of Upper Bonga Elementary School, Bacacay, Albay.
Redoblado admitted that Dep-Ed Albay Division, headed by Officer-In-Charge Bebiano I. Sentillas, has failed to inform the regional office regarding the action taken on the request for investigation against Bueno.
“The Division head must create a three-man team that will handle the investigation; said team, however, must be approved by the Regional Director,” the Dep-Ed lawyer explained.
Redoblado presented to newsmen the first endorsement letter of Tuy dated April 24, 2013, referring Basquinas’ letter-complaint to the Schools’ Division Superintendent, Albay Division, for appropriate action, investigation and filing of legal action. When asked why action was still pending, the lady lawyer said, “It’s but normal.”
The Bicol Director of DepEd, who snubbed reporters, should have been informed further that five (5) other key employees under her watch are facing syndicated estafa involving more than P3M in Sorsogon.
Charged by Sorsogon’s Provincial Prosecutor Maria Carlota Deniega are the District Supervisor of Casiguran, the Principal of Gate National High School in Bulan, a retired Public School Principal of Magallanes, and a former Public School District Supervisor of of Juban. [BicolToday.com]
