LEGAZPI CITY, 1-May-2013 ( – The Commission on Election (Comelec) in the Bicol Region  reshuffled its election officers to various key posts to ensure neutrality in their areas of assignment in the May 13 polls.

The move was pursuant to Comelec Resolution No. 9656, 11 out of 18 election officers in Albay were reshuffled to perform their duties in the midterm 2013 automated elections.

The election officers were reshuffled last March 20 to guarantee the neutrality in the conduct of its duties. They are expected to work with other election officers in the province.

The main concern of the reshuffling is to avoid controversy with politicians in their local government units where they have been assigned. They must do their duties despite of unfamiliarity within the assigned area.

Referring to election officers who have relatives within the prohibited degree, Comelec regional election officer Atty. Romeo Fortes said. “They are not allowed just within the town, they will be reshuffled within the congressional district.”

All provincial election supervisors in the Bicol Region also underwent reshuffling last February 4, except in Sorsogon and Catanduanes.

All the reshuffled election officers must return immediately to their respected areas after the election period.

According to Atty. Fortez, if they did not immediately return to their respected areas, Comelec will pay all their expenses such as meals, boarding and lodging.

Atty. Fortez added that even reshuffling caused some problems among the reshuffled officers, they need new adjustment.

Comelec is presently moving towards promoting professional competency, integrity and absolute impartiality of its personnel to safeguard the sanctity of the ballots in the upcoming May 13, 2013 automated national and local elections.
