SORSOGON CITY (BicolToday.com/18-Feb-2013) – Year 2012 was considered tough year in governance by Sorsogon City Mayor Leovic Dioneda in this city, but he considered it as acid test for successful leadership, endurance, and resiliency.
Despite the slump in revenues brought out by low local collection, and cut in IRA allocation for the city, Mayor Dioneda managed to deliver the social services to the city people and basic services by implementing cost-cutting measures and making tough decisions.
Mayor Dioneda admitted that he was the target of an orchestrated “blow by blow” allegations by some groups to derail his development projects. These detractors with political agenda were reported to have taken advantage of the budget -cut problems in city development projects caused by slash in IRA outlay.
“It was a political ploy by groups who wanted me to succumb to their whims and caprices,” Dioneda said.
Despite the problems brought about by budget-cut, and political machinations against him, the Sorsogon Mayor opened two terminal projects – tricycle and bus terminals which are designed to restore traffic order in the city streets amid an expanding urbanization and population -on -the -move.
The twin terminal projects and new traffic schemes are designed to give the city its road map to urban expansion and growth as a developing city.
