NAGA CITY (BicolToday.com/26-Dec-2012) – The underground rebel organization, marking its 44th founding anniversary on Wednesday, December 26, claimed that it will pursue to build up some 25,000 armed guerrillas- strength to achieve the stage of strategic stalemate that will give them the edge to victory.

The Communist Party of the Philippines (CPP) also bared that it must recruit within a few years to attain the level of 250,000 party members needed to man the various organs and organizations.

These are some of the important declarations contained in a communique sent by email to online news, BicolToday.com. (Please see related material at web link: CPP statement on it’s 44th Anniversary)

The rebel group also mentioned that relatives of President Noynoy Aquino has been amassing wealth by getting pay-offs from big government contracts.

CPP stressed that its armed unit, the New People’s Army (NPA) has not constricted, but has expanded its operations in 100 guerrilla fronts despite the government’s counter-insurgency operation, Oplan Bayanihan, a war plan that is a modified version of the previous anti-rebel plans hatched by previous administrations. Oplan Bayanihan combines combat, psychological operations, and development operations as part of its counter-insurgency program.

However, CPP admitted that the State’s Oplan Bayanihan has been ferociously implemented and its state security forces have been inflicting a rising toll on civilian, non-combatant casualties, and increasing incidents of human rights abuses despite its forging an agreement with the Philippine government to respect human rights and compliance with international humanitarian law. The agreement was signed several years ago in Europe. Most of the human rights abuse victims were suspected to be civilian sympathizers of the NPAs.

The CPP was founded on December 26, 1968. Since its formation in 1968, the rebel group has grown in memberships and its has established strong presence in almost all provinces, towns, cities, and in the village level. It seeks to seize state power and to establish a socialist state. [BicolToday.com]
