Dismissed city hall employee receives salary on time

SORSOGON CITY (BicolToday.com/20-Dec-2012) – This one for the books.

The words are clear. “As the disciplining authority, I would like to reiterate the reason when an officer of (or) employee is disciplined, the object sought is not the punishment of such officer of employee but the improvement of the public service and the preservation of the public faith and confidence in the government.”

The very words of the dismissal order signed by City Mayor Leovic Dioneda on September 12, this year when he sustained the recommendation of the hearing committee he created, tasked to investigate Jose A. Pura Jr. for dishonesty and conduct pre-judicial to the best interest of the public.(Related story at BicolToday.com. Oct. 30,2011, Nov. 11, 2011, Nov. 14, 2011,Feb. 15, 2012).

The mayor added “the disciplining authority finds the respondent Jose A. Pura, Jr. formerly Head of the Permits and Licenses Section of the City of Sorsogon GUILTY as charged and hereby impose the DISMISSAL from the service.”

The alleged illegal activities of Pura came to light after East District City Councilor Victorino Daria III exposed him in a privilege speech October of last year, disclosing the illicit practice of granting Municipal Tricycle Operators Permit (MTOP) without the authority from the Sangguniang Panglungsod. At that time, granting of franchises is suspended for it has already exceeded the number of units legally recorded as for-hire tricycle of the city.

Then, Councilor Daria filed a complaint a month after. A fact finding committee was formed by the city mayor and by February of 2012, a formal charge was filed against respondent Pura, Jr. for alleged dishonesty, receiving for personal use of a fee, gift or other valuable things in the course of official duty, and conduct prejudicial to the best interest of the service.

Councilor Daria III was following the case closely because of the (30) thirty thousand pesos bribe money that respondent Pura offered him prior to his privilege speech. Digging his heels further, Daria found out that the November 1-15 Sorsogon City payroll signed by Mayor Dioneda and OIC City Treasurer Nancy Caballero under the entry City Permits and License, the name Pura, Jose Jr. , Licensing Officer IV, will receive a net pay of 11,255.23, after his dismissal on September 12.

“If Jose Pura, Jr. received a salary for that period, then he was receiving his salary regularly even he was already dismissed from the service” Daria said.”The mayor ought to explain these anomalous circumstances,” he added.The councilor to clarify himself, wrote a letter to the OIC of the CHRMO, Claudio Jazmin, Jr., requesting among others, the official employment status of Jose A. Pura, Jr., the office where he is presently detailed, whether or not he is still allowed to claim any salary, allowances, bonus or any form of compensation and the effectivity of his dismissal from service.

He is counting the days after December 5, date received by CHRMO. In his statement, he decried the lapses of the city legal office to furnish copies of the decision to key departments at city hall for proper recording and guidance.

“That should have been the normal thing to do,” he said. “I smell odious maneuvers by the people forming the circle to the mayor, to suppress this information,” Daria ended. [BicolToday.com]
