Vice-Gov. Escudero, “with lasting respect and goodwill”

SORSOGON CITY ( – After the privilege speech of Second District Board Member Renato ‘Joey; Guban of Bulan town, in a shpow pof leadership, Vice-Governor Antonio ‘Kruni’ Escudero, Jr., invited the attention of Mayor Helen de Castro by sending a distinctive letter that the “Sangguniang Panlalawigan as an institution was surprised, shocked and rocked the fine sensibilities of some of its members including him to find out that the records forwarded to the lady mayor the extant of the legislative performance of the body got into the vortex of irresponsible, illogical, malicious, debasing radio broadcast commentaries and innuendos which was done live on air by a local radio personality in Bulan, who accordingly is personally, publicly and very closely identified with the mayor”, was the acerbic content of the letter.

Frankly telling the lady mayor that some members of the board painfully deplore and smell bad faith when the above-mentioned request for the documents was actually meant not in the interest of public service but virtually to find and procure a tool and ammunition to malign and destroy the reputation and integrity of the Sangguniang Panlalawigan.

The action of the vice-governor is not only in defense of the institution which he leads but a measured victory for Board Member Renato “Joey” Guban for he called upon his colleagues in his privilege speech of April 30 to sanction the mayor because of the perusing the documents for personal self-interest.

Escudero maintained that though it is a legally accepted administrative doctrine that its records are public documents it is also a must that the said doctrine should not be a means to undertake a demolition job against the good name of the institution. Such statement was meant to the spin masters of de Castro who wrongfully read the complacency of the provincial board.

Appeasing the mayor, Escudero said, it is his belief and honest conviction that the mayor as well as the dignity of her office would not indulge in affairs detrimental to the Sangguninang Panlalawigan. But it still carried a command couched in a request the the SP be clarified relative to the observations forwarded to her attention so as to put to rest the issues raised and allayed the fears and anxiety of the members of the august body.

The letter was distributed to the members of the provincial board prior to its sessions last Monday to assure them that the presiding chair of the council is not keen to read nor hear insinuations and allegations of ineptness against the Sangguniang Panlalawigan. []
