SORSOGON CITY (BicolToday.com/28-Feb-12) – Taking the issue in a tight lid, second district Board Member Benito Doma gave notice to the Department of Energy and to other government agencies by indorsing the uniform resolutions of the Municipalities of Irosin, Barcelona, Juban and Bulusan that strongly opposes any exploration work or project around the area of Bulusan Volcano Natural Park, when he read to the Sangguniang Panlalawigan on its session of February 27 his draft resolution which was subsequently seconded for adaption by the board.
The issues raised were its concern about the energy exploration project of Summa Kumagai Geothermal who bags a contract with the Department of Energy to explore geothermal potentials in the periphery of Bulusan Volcano Natural Park. Doma argued that such exploration is not only patently illegal pursuant to Section 54 of RA 7586 known as the National Integrated Protected Area system (NIPAS), but it also possess an imminent and serious threat to the lives of the people and to the existing eco system. He further pointed out that energy utilization must always be anchored on responsible and conscientious utilization of the natural resources with a fundamental aim of preservation and conservation.
The draft resolution expressed concern about the potential harm of chemical agents to be use in the exploration process which might harm the water resources and the drastic alteration of the landscape of the area that could lead to disaster when triggered by weather disturbances and other serious natural calamaties.
Doma, when querried, stated that corporate greed should not be above people’s welfare and oftentimes social responsibility is only a premise, hard to realized. The exploration will affect whatever harmony that natures provides right now and numerous times disturbing the environment have counted its toll in terms of lose lives.
The municipalities to be affected belongs to the second district which the board member represents. BicolToday.com
