SORSOGON CITY (BicolToday.com/15-Feb-12) – The investigating panel created by City Mayor Leovic Dioneda to ferret the truth about the illegal issuance of more than two hundred MTOPs during the incumbency of Jose Pura Jr. as permit and licensing chief finally submitted its recommendation to the chief executive.
The investigating team composed of Ron Ely Espinosa as chairman, officer in-charge of the city legal services office, Henry Guemo and Roberta Teruel as members requested an extension of time in conducting the investigation after they failed to finish the inquiry within the thirty days deadline as mandated.
Finding substance to the affidavits of Jose Desunia, Randy Reales and Gerry Baniel and the letter complaint of East District councilor Victorino Daria III. the inquisitors found Jose Pura Jr. to have committed dishonesty, by receiving for personal use of a fee or gift or other valuable things in the course of official duties and conduct prejudicial to the best interest of the service.
His co-respondent Roel Jintalan though implicated and was found to have committed dishonesty and conduct prejudicial to the best interest of the service tendered his resignation effective January 27 this year, three days before the release of the report. He was a permanent employee as licensing officer.
The illegal issuance of MTOP’s was brought in the open by Councilor Daria III on October 25 last year when he delivered a privilege speech at the city council decrying the illegal issuance of the motorized tricycle operators permit without the corresponding franchise grant by the permits and licensing section who is under Pura at that time.
It further revealed that the issued MTOP;s were not included in the master list of legally issued franchises by the city government. On the seventh day of the succeeding month a hearing for preliminary investigation was conducted perusing the documents furnish by Daria and the excerpts of the plenary session wherein Desunia, Reales and Baniel were grilled by the city eldermen.
At the time of the investigation, Dioneda appointed an officer in-charge at the permits and licensing section, re-assigning Pura and Jintalan at the human resource department. The duo filed a vacation leave and hired the services of a legal counsel. Atty. Joven Laura represented Pura while Atty. Ferdinand Laguna for Jintalan.
By their lawyers the two seek clarification of certain issues before the panel and extension of time which was granted, but subsequent pleadings of the counsel’s did not convince the investigators thus the resolution. BicolToday.com
