MANILA, Philippines (21 Dec. 2011) – The Department of Justice (DOJ) ordered on Wednesday the National Bureau of Investigation (NBI) to conduct a nationwide manhunt for former Bantay party-list representative and retired Army Maj. Gen. Jovito Palparan Jr. and M/Sgt. Rizal Hilario.
Palparan and Hilario are both accused of kidnapping and serious illegal detention of two students of the University of the Philippines in 2006.
The nationwide manhunt was prompted by the issuance of the warrant of arrest by the Malolos City Regional Trial Court (RTC) against the accused.
DOJ Secretary Leila De Lima said on Wednesday that it would be better for the two accused to just surrender in the same way that their two other co-accused, Lt. Col. Felipe Anotado Jr. and S/Sgt. Edgardo Osorio, immediately surrendered to the authorities upon knowing that a warrant of arrest has been issued against them.
The four respondents were charged with two counts of kidnapping and serious illegal detention by the DOJ before the Malolos City RTC after finding probable cause in the complaint filed against them pertaining to the disappearance of U.P. students Sherlyn Cadapan and Karen Empeno.
Cadapan and Empeno were allegedly abducted in Hagonoy, Bulacan on June 26, 2006. They have been missing since then. (PNA)
