Barangay Captain charged for alarm and scandal

BULUSAN, Sorsogon – Contrary to the allegations that the Bulusan Municipal Police Office was pressured by Mayor Michael Guysayko to press charges against San Isidro Barangay chairman Noel Firmanes for alarm and scandal and unbecoming of a public official the records of the case speaks otherwise. Guysayko did not have a hand when the police chief decided to file charges which they endorsed to the mayor who in turn forwarded the information to the sangguniang bayan for their appropriate action. The issue became a topic in Bulusan for Firmanes is one of the twelve barangay chairmen who is not in talking terms with the mayor.

The investigations of the local police was collaborated by Gil Fortuno, caretaker of the civic center and Marian Suzie Carranza, Municipal Social Welfare Officer when the two signed an affidavit blaming barangay chair Firmanes for the commotion during the distribution of the cash for work program of DSWD on November 4 wherein the chairman smash a plastic chair that cause public disturbance and alarm in a public place, the aftermath of the action cause damage to the service vehicle use by regional personnel of the social welfare department.

Based on the sworn statement of Carranza, Firmanes was irked why some of his constituents were not included in the list of approved recipient’s yet they were informed to be on hand for the release of the assistance. Carranza clarified that certain documents needs to be submitted before the assistance could be release and not as allege by the barangay chair that they were not included in the list of beneficiaries of the program.

At the moment the Sangguniang Bayan in its session of November 21, constituted the council as a committee of the whole and will start its own investigations to determine the rules applicable and what possible sanction if necessary is appropriate to chairman Firmanes. BicolToday.com
