SORSOGON CITY (BicolToday.com/22 Nov. 2011) – The dream to own a legitimate enterprise were douse with cold water as anguish were etched on the faces of MTOP holders without a franchise issued by the Sangguniang Panlungsod of this city last Friday when they received their copy of the order of city mayor Leovic Dioneda from the OIC of the license and permits to cancel 206 MTOP’S transacted dubiously by then license and permit chief Jose Pura, Jr. effective upon receipt of the notice of cancellation.
The order considered the holder of the affected MTOP’s as colorum and the transaction entered by their middlemen and Pura, Jr. are considered null and void for it violated City Ordinance No. 12, s. 2009 that sets the ceiling of allowable franchise.
The city mayor without fear of a political backlash, uphold the rule of law to the point that he earned ridicule as merciless and un-compassionate. He was even blamed for the illegal issuance of the MTOP’s for his office is the direct supervisor of the licensing and permit unit. The victims lamented that the city government was remiss in its obligation to display notices at the license office informing the public that application of franchise was close, said one of the victims of the “synchise” affair. It could have been avoided, they said.
This is not only the issue confronting the city mayor for legitimate franchise holders are also demanding that he issued a directive to the city traffic management office and the city police with the assistance of the Land Transportation Office agency personnel here to start apprehending and impounding colorum tricycle units plying the city roads for they have suffered more than the victims themselves.
This they said can be a good proof of the real intention of the city mayor to pull-out from the city streets colorum tricycle units. They have seen the action of the mayor as not good enough for colorums are still flying their illegal trade without punitive action from the office of Mayor Dioneda. The continued presence of tricycles with invalidated MTOPs competing with legitimate units speaks that the solution applied by Dioneda is half-bake, they observed.
The 206 victims are bonding together seeking the help of a legal office for they intend to file administrative and criminal complaints against Jose Pura Jr. and Ruel Jintalan, who they believed were partners in the modus operandi of issuing MTOP’s without being registered in the official list of franchise holder which is a requisite of City Ordinance No. 12, S.2009.
They are likewise contemplating to include in their complaint the middlemen who colluded with licensing and permit personnel in defrauding them of legitimacy. They call them as fixers of Pura, Jr,. and Jintalan.
They served noticed that they wont stop until such time that the guilty are punish, irrespective of the outcome of the internal investigation called for the purpose which is anticipated to be available to the public. BicolToday.com
