SORSOGON CITY (BicolToday.com/14 Nov. 2011) – The ticking of the time bomb is becoming louder in the four corners of city hall today when City Mayor Leovic Dioneda intends to cancel the 230 units of MTOP’s issued by Jose Pura, Jr. without the franchise authority issued by the Sangguniang Panlungsod.
His pronouncement supports the information made by City Administrator Ireneo Manaois when he appeared at the oversight committee of the council called to ferret out the truth behind the issuance of the fake MTOP’s.
Dioneda admitted that the rule of law should prevail, thus the MTOP’s are illegal since it contravenes City Ordinance NO. 12 Series of 2009 that limits the issuance of franchise to tricycles operating in the city and a moratorium for five years after its approval is in effect before the city council can open the application for transport franchise, was his main consideration.
When asked what he intends with former licensing and permit section chief Pura, he said that he re-assigned him together with Ruel Jintalan to the human resource management office and has appointed an officer in-charge aside from the investigation that he ordered by forming a three man investigating committee tasked to come-up with a conclusive report thirty days from its activation on November 9, 2011.
Action on the result of the investigation will be made public and he will decide with the advised of the city legal office if criminal actions will be filed against the respondents. The city mayor further declared that he wants to dig further in the case to restore the image of the licensing and permit section as a office of trust.
When questioned if Jose Pura Jr. betrayed his trust, in a philosophical answer, “you win some, you lose some” was his reply. The round table discussion covers important projects of the city government that will showcase possible private-public partnership. BicolToday.com
