Camarines Sur Water District cut-off alarm folks, children on serious health risks; politicians Villafuerte, Simando, Pacamarra blamed

TIGAON, Camarines Sur (BicolToday.com) – Fear of large-scale drinking water cut off that will place children and people at serious health risk was aired by residents here and in neighboring towns after Malacañang ordered the abolition of the district-level government agency which manages the public water supply system.

Panicky consumers in several towns have gotten worried that such large-scale water supply disconnection will endanger the health of residents, especially children, who depend heavily on drinking water supplied by the local water utility which is now under an order of demolition.

Partido Development Administration (PDA), a government- controlled and owned corporation (GOCC), was ordered abolish by Malacañang upon the recommendation by Camarines Sur Provincial Government legislative board thru resolution 474, which were sponsored by Board Members Gilmar Pacamarra and Amador Simando, and endorsed by Governor Miguel Luis Villafuerte.

PDA is the agency operating the Partido Water Supply System (PDA-PWSS) project that was funded by a loan from Denmark years ago. The water supply project provides water to several towns in the 4th District.

The towns of Tigaon, Sagnay, Goa, San Jose, and Lagonoy are service areas of PDA-PWSS.

Meanwhile, the PDA-PWSS posted a giant tarpaulin at its collection and billing office blaming politicians Pacamarra, Simando, and Governor Villafuerte for the planned, widespread water cut-off. Copies of the statement are being given out to water consumers to inform them of the looming water crisis.

Reports said the PDA-PWSS has failed to pay off the loan, and instead, the national government has been footing the bill. Reports of corruption, incompetence, and mismanagement have been aired by the Camarines Sur administration which is controlled by the Villafuerte camp who is the archenemy of Congressman Arnulfo Fuentebella who is the author of the law that created PDA.

The Malacañang memorandum order 29 ordering PDA’s abolition was signed by Executive Secretary Salvador C. Medialdea, which was doubted by PDA officials if the order has the personal knowledge of President Duterte.

PDA officials are now studying the legal aspect over the Malacañang order 29, and if such order is legal and binding. Proper legal action will be resorted to, said PDA. [BicolToday.com]
