Barcelona, Sorsogon mayor’s advocacy for early identification of children with disabilities kicks off

SORSOGON CITY — A seminar attended by some three hundred daycare workers, community development workers, municipal health officers and SPED or Special Education Practitioners held Thursday, July 5, formally launched the advocacy of Barcelona town mayor and former president of Sorsogon Mayors’ League lawyer Manuel “Wowo” Fortes for the Early Identification of children with disabilities.

Fortes said this is the first time that a team of experts composed of a development and behavioral pediatrician, a special pathologist, occupational therapist and SPED or Special Education Practitioner would, for nine days, offer a free consultation to children with disabilities who badly need interventions to cope up with their disabilities.
He said the primordial consideration here is social awareness, the necessity to be fully cognizant of the needs of these children affiliated with incurable development abnormalities.

It’s a long way to go, surveillance is long but this a milestone in the province of Sorsogon, Fortes further said.

He said he was very thankful that his wife, MCTC Judge Cynthia Falcotelo who belongs to a family of doctors, has a sister, Dr. Agnes G. Falcotelo, FPPS, FPSDBP, a Developmental and Behavioral Pediatrician, who, out of the desire to serve Sorsoganons would offer her services for free, although on a limited period because of the latter’s hectic schedule in Manila.

Judge Falcotelo has two other siblings who are also doctors: Henry and Amy(US based). This is a very rare opportunity Fortes added that Sorsoganons should avail as the services are free compared to that in Manila where assessment of the children is scheduled and the cost there is very prohibitive ranging from P4,000.00 up.

Among the topics discussed in the seminar are the following: developmental evaluation, speech and occupational therapy, special education intervention, autism (mental disorder of children marked by lack of response to external activities) spectrum disorder, ADHD Hyperactivity. (Attention Deficit Hyperactivity Disorder), Dyslexia (impairment or loss of activity to read, where children see letters being inverted.

Others are an intellectual disability (mentally retarded), down syndrome (commonly called mongoloid), delayed speech, learning disabilities hyperactivity (overactive), inattention (lack or failure to give attention) and poor school performance.

Meanwhile, Donna Tumalad a SPED teacher at Burabod Central School admired the initiative of Mayor Fortes adding that the seminar was a very comprehensive one, one of its kind and Sorsoganons are indeed lucky for going to Manila for assessment of a child with disabilities takes time aside from the costly consultation fees.

Last July 6, the team was in Bulan, July 7, in Irosin and Matnog clustered with Sta. Magdalena, July 8, Gubat North Central School.
