Are civilians still safe in the hands of policemen in Legazpi City?

LEGAZPI CITY — A certain Michael Obogne, 29, married was found dead in the grassy portion of Barangay Pintor, Polangui, Albay last “All Souls Day”.

Obogne who bore gunshot wounds, was identified by his wife because of the tattoos in the body following TV Patrol reports aired on Nov 2, 2017.

According to Legazpi City Police Jailer, Ricky Bataller, Obogne is one of the three suspects of theft detained last Oct. 31, 2017, who were released from police custody, however, after the suspects signed their names as it was known that no complaint against them was filed, they were brought upstairs of the police station to be interrogated again by investigators on orders of a certain P/CINS Baltazar Valenzuela.

Obogne companion, Ralph Estipona, 24, single, a resident of Barangay Pigcale, this city, told barangay officials that they were asked to get inside the black van by the police at around 6: 00 PM on Nov 2, and was brought to Rawis heading the town of Sto Domingo.

Estipona explained his ordeal in the hands of the police and told everything he observed and heard from them upon reaching a dark portion of the highway.

He said he feared that policemen, using two vehicles and headed by a certain PO3 Vinas, had a plan to kill them. Upon hearing gunshots, he scampered and ran for his safety together with his companion, Estipona explained.

One suspect is still missing as of press time while alleged investigation on “extra-judicial killings” is in progress. [BicolToday.com]
