Goa police using social media, Google Map, arrest Palawan fugitive

GOA, Camarines Sur – Goa police, using Google Map high-tech and digital expertise, arrested a fugitive from Palawan who has been hiding in the town for two years.

The fugitive has a string of criminal cases and used to be with law enforcement in Palawan.

Arrested in Goa on Tuesday, August 1 this year, was Arthur Quiray Ferido, 75 years old, married, a native of Barangay Masigla, Puerto Princesa City, Palawan.

He was staying in a rented house at Zone 3, Barangay San Benito, Goa, this province.

Police surveillance

As narrated by Goa Police, starting July 24, 2017, a team led by SPO2 Vincent L. Picaso, under supervision by Police Chief PCI Rodolfo T. Oliver Jr., conducted a discreet surveillance on Ferido, and discovered the following basic information;

  • That Ferido has several standing warrants of arrest for serious crimes somewhere in Puerto Princesa, Palawan;
  • That he was once a Chief of Police of Dumaran MPS, Palawan PPO;
  • That he was a former Palawan Provincial Guard;  and
  • That he was a former sheriff of RTC Branch 47, Puerto Princesa City

Social media and E-Warrant system

To validate the information gathered, but hampered by great distance from Palawan, Goa police used the social media to ask assistance from Puerta Princesa City Police Office and Criminal Investigation and Detection Group (CIDG) about Ferido, and if he has any standing Warrant of Arrest. After a while, Puerto Princesa City and CIDG responded with negative info.

Leaving no stone unturned, Goa police chief PCI Oliver also coordinated with PRO5 R7 to assist Goa to look into the e-warrant system if there is a warrant of arrest intended for Ferido, but R7 replied, there is none.

Google Map

Not satisfied, the surveillance team went back to Ferido and managed to get information that he came from Barangay Masigla, Puerto Princesa, Palawan.

Knowing this piece of information, Goa police used modern technology Google Map, and the team was able to trace the location of Barangay Masigla, including its police station manning it. The Google Map also revealed that Barangay Masigla is within the area of responsibility of Mendoza Police Station.

Getting the hotline of Mendoza Police Station, Goa contacted the warrant PNCO for validation of information gathered about Ferido. This time, the warrant PNCO of Mendoza Police Station confirmed and validated that there are several criminal cases filed against Ferido.

After securing copies of warrants of arrest by email from Mendoza police, Goa police moved into action.

At around 2:05 PM of Tuesday, August 1, 2017, Goa police chief PCI Oliver led a team, served and arrested the accused in his rented house for the following crimes:

  • Statutory Rape (3 counts) under Art. 266 of RPC, docketed under Criminal Case Nos. 23191, 23192 and 23193, with No Bail recommended, issued on March 31, 2009;
  • Act of Lasciviousness, with CC# 23194, with  bail recommended fixed at Php 180,000.00 dated May 21, 2008; and
  • Violation of Sec. 10 of RA 7610 (2 counts), issued on March 31, 2009, with bail recommended fixed at Php 180,000.00; all by virtue of Warrant of Arrest issued at RTC Fourth Judicial Region, Branch 50 (Family Court), Puerto Princesa, by Hon. Jose Bayani J Usman, Judge of said RTC Branch of Puerto Princesa.

For transport to Puerto Princesa

Under Goa Police custody as of press time, accused Ferido was subjected to medical physical/examination at Goa Municipal. Goa Police is now coordinating with Puerto Princesa authorities to transport the accused to the court of origin. [BicolToday.com]
