NPA warns Camarines Sur Mayors on allowing town cops in counter-insurgency combat operations

PILI, Camarines Sur – Mayors in Camarines Sur were warned by the National Democratic Front-Bicol (NDF-Bicol) not to allow town policemen to give combat support to Army units in counter-insurgency operations.

The warning came up when four (4) policemen were wounded by guerillas of the Norben Gruta Command-New People’s Army (NGC-NPA) in a firefight Friday, March 13, at Barangays Pag-oring and Malinao in Libmanan, Camarines Sur.

NDF-Bicol spokesperson Maria Roja Banua, in a statement, said the policemen should be used by the Mayors in crime-fighting, anti-drug campaign and community peace and order activities, rather than served as “cannon fodders to the Army’s counter-insurgency combat operations.”

The NGC-NPA specifically named Mayors Marilyn Jimenez of Libmanan and Romeo Abilay of Gainza that their town policemen took active part in the Libmanan counter-insurgency operation on March 12-13, this year.

The NPA revealed that its monitoring posts had reported that combined elements of the police belonging to the PNP Provincial Office, PNP-Libmanan, and PNP-Gainza had entered the area where the firefights took place.

“The police are being used by the Army as cannon fodder and pawns in combat operations,” said the rebel statement.

The first encounter took place on March 12, between elements of PNP and NGC-NPA. The police belonged to Philippine National Police (PNP) Provincial Office, PNP Libmanan, and PNP-Gainza.

The following day, March 13, another firefight between NPA and PNP elements coming from the Army detachment in sitio Dinumpilan. 4 policemen were wounded.

In a related development, on the same day, another fighting occurred in Sorsogon Province.

In Barangay Dolos, Juban, Sorsogon, rebels belonging to the Celso Minguez Command-New People’s Army (CMC-NPA) fought an Army platoon.

Sorsogon rebels claimed killing an Army officer and wounding several others, but Army headquarters denied the NPA claim. []
