SORSOGON CITY (16-Sept-2011) – Neophyte Board Member Marck Eric Dioneda topped the unholy list of members who have committed unauthorized absences on uneven dates, for the period January to August this year. This was contained in a report submitted by the secretariat of the board to the office of the vice-governor.
Dioneda notch a record of eighteen (18) un-authorized absences, followed by Board Member Fernando David Duran III with sixteen(16) absences with five consecutive non-attendance of session beginning July 25 until August 22. Observers believed Duran must be sanctioned based on the internal rules of the provincial board.
As mandated by RA 7160, under Chapter 3, Sec. 50,(5) a member can be sanctioned or be disciplined if he/she failed to attend four consecutive sessions or could even be suspended for sixty days with the concurrence of 2/3 of the membership of the board. The case of Duran needs immediate attention of the body since failure on their part to act accordingly will reflect on the complacent and cavalier attitude of the members and does not augur well to the leadership of the institution, observers noted.
When queried, Vice-Governor Antonio ‘Kruni’ Escudero Jr. was irked by the lack of discipline of Duran and the other members of the board who have more than ten unauthorized absences for the period under review and would leave to the membership of the board to initiate disciplinary action to their house peer. The presiding chair noted that such act is not expected from a neophyte board member more so that he must be a paragon of discipline for legislative work must never be subordinated to personal caprices.
In the same report, Board Member Vladimir Frivaldo has 15, while Board Member Renato Guban has a total of 14 absences on uneven dates, Rebecca Aquino and Angelo Escandor has 4 and Board Member Francisco Frivaldo was absent twice. Perete’s has absent himself once. Based on the report the perennial absentee are neophytes members.
Dioneda and Duran are from the first district while Frivaldo and Guban represent the second district. Sangguniang Panlalawigan watchers are puzzled about the obsessive absenteeism of the members and are watching closely what sanction will be impose to the erring members.
Among the ex-officio member, the Benjamin of the Sangguniang Panlalawigan, SK Provincial Federation President, Patrick L. Rodrigueza, grandson of the Governor Raul Lee of the province topped the list with six un-authorized non-attendance of the session, while councilors league prexy BM Hao absented himself once, the same with ABC Provincial Federation head Maraña. That of BM Ravanilla in the first district and BM Doma of the second district has a clean attendance sheet as gleamed from the record.
If the report will be use as basis for the SP performance, provincial employees are smirking in contemplation for numerous measures needing immediate attention from the elected board representative which could not be properly treated because of their non-participation. This was however contradicted by Vice-governor Escudero who said that the efficiency of the Sangguniang Panlalawigan could not be based on the absentee but on the participatory dialogs of the members in attendance, proof are the number of legislative measures deliberated and approved. He said, less than five times that the body lack quorum but he remedied the same by calling for special session.
